Forgot to mention that If your pump doesn't have a capacitor, then it uses a starter winding and centrifigul switch inside the motor housing itself. It is possible that the swich contacts have gone bad but more likely the start winding would be the problem. This would be a job for a qualified motor repair shop or a replacement motor. that's not true. it is possible but certainly not always the case. Capacitors can fail just like anything else.
