Check whether your harddisk is working fine. If it is, try reinstalling the operating system once more.

When I turn on my notebook, the screen come black with an error message, operating systen not found, what do I do?

That is a symptom of a failed harddrive.

Assuming the cables are connected correctly,
I would try to booting with a Windows CD to see if you can access the contents of the harddrive. If you can, copy your data off to an external drive before you begin diagnostics, reformatting or naything else.
