You need to be online to activate the DVD play feature, sucks I know but they only make ya do it once. Now if it is a copied disk (lol hint hint at what I mean) certain formats will not play on the ps4 there is a list of supported ones on their site (or google it ). Hope this helps.

It sounds like there's an error with the laser that reads blu ray media as PS3 games and blu ray movies are both stored on blu ray disks which is read by a different type of laser then a dvd is read by. There's nothing you could do to fix that on your own, the only fix I've heard of is sending it in to Sony.
The disc may be quote, "Corrugated", hence the laser is having a hard time following mis ~ aligned structural pattern. Try to use a CD ~ Lens Cleaner. :)

this could be several issues.
1:) try putting in A DVD Or CD.
2:) Check that the game your trying to read, is free from Dirt/Dust/Scratches.
If the console reads a CD/DVD ( movie et,c ) theres a chance that the Blu-Ray laser unit has failed ( Burnt-Out Or Other )
Check if the Console guide suggests the use of a laser Head Cleaning Disk ( Or Other ) ** Possible debris on laser read head**
If it reads normal CD/DVDs. Then I,d suspect the blu-ray laser is at fault. This will need to be replaced/repaired or calibrated.
the blue ray drive can read many disk types and has to be programed to read them this requires 12 disk's to do...as dose the console so this problem could be the OB "lazer" has worn out or the console needs to be reprogamed
