U have a lock codes password.Enter ur password?Tries press 000 enter,might reset the codes and release it.Don't know lock codes is impossible to release,tv a couple years old.

HI I have the same problem There are things you can do... For the tuning problem I suspect changing the "RF AGC" will fix that. You need to go into service mode. Turn off TV then hold Vol + and - on front panel and turn on. The TV will come up with extra service menu. Just keep pushing menu till you see "RF AGC" and dont change any values untill you write down what they are or take photo etc. Then just change the "RF AGC" value and see how you go with the tuning. ALL THE BUTTONS ABOVE ARE ON FRONT OF TV. NOT ON REMOTE....Hope this helps....
