try an hard reset press on the home and top button together until the iphone shut down.

After turn it on by the upper button.

if that doesn't work you should go the apple store or your cell provider.

1. Turn on the iPhone
2. Touch the Settings icon (looks like gears)
3. Touch the "General" icon (also looks like gears, should be the fourth option on that screen)
4. Scroll all the way to the bottom, touch "International" (should be second from the bottom)
5. Touch "Language" (should be the first option on that screen)
6. Then select the language you want from that list, and press "Done" (upper right corner)

seem that your fone software got struck, best way is to restart it by holding the power button on top and home button under your touch screen which is in center. hold it for about 15 seconds your fone will restart

Have you tried doing a hard shut down? Hold the silver button down on the upper right corner and also the home button (center,bottom indented button) together for about 10 seconds. the phone will completly shut off. then wait about 10 seconds and hold down the upper right hand button until the apple appears on the phone then release the button and wait (20-30seconds) . Doing this usually solves all my issues with my iphone when it gets locked up like this.

maybe broken or u cn restore it frm itunes and then unlok it wid iliberty software if ure not using at&t sim and then ur screen shud work or either press home and power button simultaneously fr 10-15 secs and itll reboot and if this dosent work uve spoilt ur phone and take it 2 apple service center they will make it right
