Ok I looked into this problem as it seems to be common especially after getting wet.
First you need to make sure your phone is completely dry. If its not you can take out the battery and sim card then put the phone in a baggy filled with a handful of rice for a day or so.
If the phone is dry, and assuming you still have the emergency download screen appearing you have software problem.
One way to try and fix it is to go to LG's website and update your software-

It wont turn on it just keeps going to a white screen.
I HAD ACCENDENTLY DROP MY PHONE IN MY KIDS POOL AND IT TELLS ME THE SAME THING
dropped phone in boiling water. took battery out and let dry overnight. this morning, got it to work long enough to check voicemails but not texts (stupid, should have checked texts first). now when i put battery in, it says the download started emergency @usb_isr image invalid bootblock version r500_bb:bf27.1
