Sometimes you need to rock the baby in the chair first before you put them in the cradle. hope this helps.

You have to rock the cradle in rhythm, you have to follow the ball in the guideline thing it eventually speed up and then the baby will fall asleep eventually, took my girlfriend ages, so say thanks to ikklebaby and me

Should I get a bassinet that can be rocked or with steady leg?

I'm not a big fan of rocking cradles and the reason is that you create a bad habit for your baby. Soon enough he will get use to falling asleep only when rocked and you do not want to put yourself in this position. I know it is easier in the short term, especially for new moms and dads but it is a habbit that is difficult to get rid of. So get the steady legs cradles.

How do you secure the padded bassinet sleeper part to the pack n play?

I highly suggest as a Neonatal ICU nurse, then general Pediatric RN , you forget he bassinet section of the pack and play and just lay your newborn, infant in the pack and play itself. I know that requires more bending but to me a heck of a lot safer.
I never used a jenny lind cradle that hung from the pins and rocked either. I ordered an old fashioned cradle that the rockers were on the floor as part of the cradle. My cradle also had solid sides, so my labradors could not lick babies to death. I know it means a little more bending for you, but I really don' like anything that is suspended . I know these items go through numerous safety tests, however all it takes is one time. I also think putting your newborn/infant in an infant seat to sleep in the middle of a large table top is safer. Of course this is just my personal opinion. Have a wonderful day. Enjoy that newborn. You are very blessed.

the problem with ella solved well for me it has been so try this.......
take the game back to ella being delivered by her mum do everything in this order feed her,rock her in the chair, play with her with the rattle 3 times, bath her, change her nappy get her ready for bed (babygrow or trousers and t shirt, put her in her cot and rock her keep the stylis as close to the blue ball as you can and make sure the ball hits each end it takes a while but she will put her thumb in her mouth and go onto her side keep rocking for about 30 seconds after she has gone to sleep when she wakes up her mum will come and get her and I love my son-in-law for telling me how to do it thank you.
