Once clicked, near the bottom is a button labled "LAN settings"; click
it. Once clicked, on the page that appears, uncheck ALL checkboxes.
Click OK twice to get out of all that stuff. Close all your Internet
Browser windows. Then try to get on the Internet again. That should take
care of it.

It means that the computer that _should_ be running a web-server, to send web-pages to you when you request pages from it, is _NOT_ running the web-server server.
Compare it to dialing an out-of-service telephone-number -- you get a "your call cannot be completed" message, since there is "nothing" (no forwarding, no answering-machine) that "owns" that telephone-number.
What web-site? Did it _previously_ work?
Probably, the owner of the computer will evenutally notice, and will fix the problem -- so, keep trying for a few days.
Try re-setting your password. If that doesn't work, your account was probably comprised and had to be deleted. In this case you need to sign-in anew. Good uck.
It sounds like your internet connection is down, can you view any other websites? Try visiting a random link from google, otherwise you may be viewing pages already stored on your computer.
