probably motherboard problem, display adaptor (if you are not using card) .Try press F8 during startup windows. If there is a SAFE mode, reinstall the windows.
Start/Run... Run msconfig. On General tab, select Diagnostic Startup. Reboot. Use the computer in this state for as long as the freeze usually appears. If no freeze, return to msconfig General tab. Selective startup, uncheck Startup. Repeat reboot and trial usage. If no freeze, check normal startup. On startup tab uncheck everything that looks non-essential. Reboot and retest. When the computer seems "fixed" recheck one startup item at a time. Repeat your timed test until the issue reappears. When it does, the latest startup item you enabled is the cause.
Some motherboards have a beep sound at startup.I dont know why. The beep must be there so that the user can know the pc has booted i think. The beep sound is no need to worry.

What happens if ypu try to start in normal mode? You can force a normal boot by presing F8 when the PC is booting to see the advanced startup options. If you are getting a stop error then please get me the error code so that I can help you troubleshoot.
i think there is a problem with your system's hardware.. check whether your MOBO or your processor.. computers that doesn't startup and has no beep has defective or burned CPU or motherboard
normally during startup it's shown (pay attention during the bios startup) otherwise you can read it on the motherboard it self (if you find it easy to open your pc)
Try going to Safe Mode. Normally you press F8 when you start the computer. When in Safe Mode, click Start -> Run then type msconfig. On the first tab, click on Diagnostic Startup. Apply, close and reboot the computer to Normal Mode. Lockups during startup are caused by startup programs.
