If there was a lightening strike on the power line or in the cable feed or the antennae then You must be really lucky if the set has onley a case of simple damage like the fuse or power section Sm driver, rectifier.
It is important to take a look inside to see if the boards are fried, if you see many lines burnt on the PCB then I am afraid it is going to be bad.

I have a unbranded tv set. ive got a busted horizontal out put. if i disconnect the collector of the H-out the B+ line has a voltage reading of 300 volts DC. if i connect the collector of the h-out to

+b is 110 volt if high check smps

Yeah, a strong possibility or the flyback. Check first its other minor component to be sure.You can check (HOT)it out of the board and test for short or leaking junction.
