Take the bowl off of the carb. If there is fresh clean gas flowing into the bowl, then the problem is in the carb and it will need to be rebuilt. If not, then there is a blockage between the tank and the carb inlet.

I installed a inline shut off valve and filter and it works fine and is cheap.

follow fuel line from fuel tank to the carb if you dont find it it probably does not have one

remove cylider head check the gasket the inlet and exhast valves also inspect the piston if you see no sign of damage remove the piston and check the piston rings

Low oil doesn't usually make engines cut out. Clean the air filter, change the plug and wire. If this doesn't help then I think you're looking at a carb. problem. Probably just clogged jets & ports. It's very common on small engine carbs. It shouldn't take more than 2 quarts of oil. Probably not even one.
