any advice or suggestions you have would be VERY helpful! I've tried almost everything and nothing seems to work. I have a Sony Cybershot DSC-W130, and when I connect it to my Dell Inspiron B130, it makes a chime that signals that the device is recognized, however it is not recognized as a camera (rather, a "mass storage device") and I have no way of accessing it.
Any advice you have would be great :)
If your computer is running kind of sluggish, you can fix it with an easy clean up of your registry. Here's a link to a free scan that works well:

To be honest, I am not sure if your post/query was intended for me. However, it shows up in my queue so i couldn't escape it. I will take a shot at the last part.
Sony DSC-W130 has 15MB Integrated Memory and support for Memory Stick Duo, Memory Stick PRO Duo cards. Generally unless you install the software for the Cybershot DSC-W130, Windows XP/Vista will pick it up as a Mass Storage Device.
The Mass Storage Device emulation allows you access to pictures/video taken; copy, move, delete etc. If you can do these, then the DSC-W130 is working as designed.
However, if there pictures on the DSC-W130 but you are unable to access it, then that is a worry and a poblem. Note if you have a memory stick installed. The internal memory will be inaccessible. You will have to remove the memory stick before the internal memory initialises and is accessible
I am afraid I am not an expert on Sony DSC-W130. My response is best effort
