Light remains on,but kettle does not boil
Either the heating element has failed (open) or the thermal fuse has failed.
The latter is a protective device that melts at a specified temperature and acts as any other fuse does, it interrupts the flow of power.
The indicator is probably a small neon lamp (or an LED) that is across the line (or battery in your case) and does not extinguish when the thermal fuse is blown.
The fuse is not likely replaceable by the user since it is often welded into the circuit and not available at a consumer electronics outlet.
