F13 is a Dispenser circuit error

If the dispenser motor is not able to be driven to it's proper position.

Check mechanical linkage from dispenser motor to the top of the dispenser.

Check Wire Harness connections to the dispenser motor and Central Control Unit (CCU)

Check Dispenser Motor

Kenmore HE5 steam dryer powers on but won't start?

I found this

F:50 - Water Valve Failure
F:50 flashes if no voltage is detected at the water valve relay.
? Check that the wires are plugged in on the valve and at the
relay on the electronic control. This fault code appears ONLY when in the Diagnostic Test Mode.

and then the OP said

Well the thermal fuse and the thermistor were both bad, replaced and the dryer is working fine.

Thanks for the help Jeff....

Kenmore he5 dryer doesn't run, have power, door switch works, thermal fuse, have continuity?

What does the display say? Typically, these Kenmore dryers don't run because of a door latch error. We have had to have our door latch replace 3 times in 3 years. There is a lengthy trouble shooting program to bypass the latch error but it is time consuming.

Has an f01 error

The error code f01 indicates the primary control board failure. Before you replace that board I suggest that you unplug the dryer for 2 minutes then see if the error come back. If it does replace the board part number W10110641.
