If it's a laptop, you may have disabled the touchpad, the only way that I know to fix this, is either there is a on/off button, or a keypad combination of buttons(Fn+another key) that turn the touchpad on/off. You should be able to plug in a USB mouse until you figure out how to re-enable it.
Otherwise, if you have a failed spysweeper installation, it can add a filter to the registry that will kill mouse and keyboard, but in this situation, it does not seem to apply.
