What cable type/connection type are you using to connect the converter to the VCR? Are you using the composite (RCA) connection to a video input on your VCR or the RF to antenna input on your VCR?
If you are connecting via composite then you need to record on the video input and not a specific channel, then set the converter box to the channel you want to record.
If you are connecting via RF then you need to program your VCR to record channel 3, then set the converter box to the channel you want to record.
You can only record one channel at a time, if you change channels your recording will change to that channel.
If you provide the model/brand of your VCR and even the model/brand of your TV I can assist in connecting everything together properly and how to program the VCR.
Do you have to put the TV on channel 3 to watch from your converter or do you put the TV on video? Is the VCR connected between the converter and the TV?

From what I am understanding though you just need to make sure the VCR is also recording channel 3.

VCR is Sony SLV-360P. TV os RCA model F35100ST Purchases in 1991. I am not sure what you mean by a composite connection, but the set is connected to an anntenna.
The instant record button wirks but not yhe timer
The TV is on channel 3.
The VCR is connected between the converter and the TV
