Question about Televison & Video
I have a Time Warner Scientific Atlanta Explorer 3100 cable box that doesn't respond to the remote control when the room is dark. Daylight, overhead light on, the box works fine. But when the room is dark, the box will not respond even when the remote is very close. I can even shine a flashlite on the box simultaneously with the remote and it will work at night.
I don't intend to fix this box (rental), but it confounds me as to why this happens.
Its probably the led in the remoter, check with a camera on a phone point the camera at the remote if its dim, that's the problem, it could also be a damaged battery in the remote.

SOURCE: set top box and remote control
I have the same problem. When I move the 8300HDC away from the TV, or power off the TV, the remote responds. There seems to be some kind of RF interference, which makes no sense since the TV shouldn't emit RF, and the the box should be using IR only for remote input. My TV is a 46" LCD Samsung. Try turning off the TV and see if the 8300HDC responds to powering on and off with the remote.

The message is so cryptic...it's right. There is no way to unblock it yourself. This is the box connecting to your cable company's servers and being told that, "no, you are not allowed to access content, disable yourself." It is referred to as "bricking" as the box is now as useful as a brick.
If the box worked previously and all-of-a-sudden this happened, then it could be that there is a typo in your account, and your cable company can correct it quickly. It could also be that your bill is past due and needs to be paid. Generally if it's a past due issue, a payment will reactivate it instantly.
If you are not paying for digital service and you bought this from eBay or got it at a flea market, then you'd need to add service and add the box to your account. The problem is your cable company might not like one box reappearing on another account--it seems stolen. They may just want the box back, and give you another that would work.
