You need to activate the Administrator account. On WinXP I usually press F8 during startup, and restart in Safe Mode. Then go to accounts and make sure Administrator is activated, and set to show up during startup.

windows might be loading too many programs during startup. go to run then enter 'msconfig'. go to startup and uncheck unecessary startup programs then restart your computer.
ouch, I think the download was incomplete, or corupt. unless Acer has a way of bipassing the smartcard, you might be forced to reinstall the OS.
