Take off the bottom plate covering the brush roll. The belt runs from the brush roll to the motor shaft. Get a new belt, it will strectch to go around both.

There is no belt in Hoover Steam Vac. A gear box turns the brushes. The nylon gears wear down, eventually, but can be replaced. Check this out: http://www.youtube.com/watch?v=n-vPOk9kEag

The belt has probably broken. Hoover says that the belt on this model should last the life of the vacuum, but that is rarely the case. They do wear and break. Changing the belt is simple and the belts aren't to much. You can get a replacement here: Savvy Replacement Belts

There is a tool that looks like a screwdriver that has a right or left angle on the end that serves as a belt puller and to hook the belt(s) onto the brushroll 1st and then take your puller and then pull or stretch the belt onto the motor pulley. There some screws on the bottom to take off, then turn vac upright, under the round Hoover logo sticker is another screw. It is just a sticker, so will peel off. You can work the belt onto the motor pulley, or unscrew the motor, put the belt on the pulley, then reinstall the screws to hold down the motor.
