This is probably THE most common failure among digital cameras. There's a halfway chance of fixing it yourself, described here: http://camerarepair.blogspot.com/2007/12/fixing-lens-error-on-digital-camera.html
I don't think either camera is worth the over $100.00 that it will cost to fix. However, look at my posts on this problem of lens errors. By forcing gently the lens in or out when you start the camera and shut it off, it may get the lens to work again. This may damage the camera even further, up to you, and may be worth a try.
The lens is probably stuck with a piece of dirt or something jamming it. You could gently try and pull on the lens with a slight turn in each direction to see if you can dislodge the particle.
Some individuals on the internet have felt comfortable enough to try and disassemble the camera to reveal the parts of the lens drive mechanism, clean it and put it back together and this sometimes will help (but that is beyond this response) because there are enough locations on the net that describe this.
Since it's 4 months old, you may want to return it for a replacement.
