1. What make/model is your headset? If it is not specifically designed for Cisco, it will not work, since Cisco has different signaling on the headset port.
2. What port did you connect it? First of all - Cisco 7911 has no headset capability, and the only option for these phones is to replace handset with a headset (however you still need to operate a handset to answer and finish the call).
Cisco 7940 and 7970 (as well as all other 7940 and up) have a dedicated headset port, right next to the handset "curly cord". Don't try to plug to the port next to the network cables - it's digital port with 48V on it.
Also, you can always use our adapters, that will convert a regular audio headsets (PC headset or iPhone/smartphone headset) into the Cisco compatible headset.

You can use a Plantronics S11 headset with a Cisco phone, however it is
not the best compatible solution. To use an S11 with a Cisco phone, you
have to make sure that you are plugging it into the handset receiver
jack and not the headset jack. You will need to lift the handset
receiver, set it off to the side, and then hang it up after each call.
If you want a more compatible solution that you can plug into the actual
headset jack and just press the headset button on the telephone to
answer and hang up, then you would need one of the Plantronics "H-series headsets" with the Plantronics Cisco direct connect cable ( model 26716-01 ).
