The spool service basically holds what you want to print in memory and print it while you can do other stuff..

Hp 1020 spooler settings, unable to find the specific one but i believe when you go into the options just follow the steps provided in the link with similar images and try selecting a different spooler option, this can indeed affect what's happening with the printer versus the systems...
