We just had this problem last week - it has to do with loosening the straps. Play around with them for a bit and try to loosen, this just loosen the bar so it can be pushed in.

The
frame cracked on the top tube right in the middle. As far as I can tell
it was from resting on the frame at a stop light. The frame has never
been crashed or fallen. I rode out to the San Clemente grand prix and
noticed the crack right at the start of the race and was only 1/4 of the
way around. By the end of the race the crack was about 3/4 around the
TT.
make sure all straps (especially at the bottom) are pulled tightly. If it is an old pack then the material may just be stretched and there is nothing to do outside of get a newer bag. My pack also sags at the bottom but i just stuff my sleeping bag crammed into the bottom and it fills it out a bit and makes it less saggy. if the bag is not very old, then maybe there is a warranty on it.
