SOURCE: I am trying to fix an Oscillating Tower Fan.

Most fan motors for fan over running have an internal overload. once it trips, it will not reset. it is a solid state device. it looks like a flat device or a small bullet device. if you've figured out how to take the fan apart, you could just remove the device and connect the two wires together and the fan will run. you won't have any protection on the motor however. the windings run warm, but if the bearings run dry the motor will slow down and the windings will get hot. this is the reason for the overlaod device - protection. its your call what you want to have.

Need a part (heavy Plastic guard lock) broke when I was taking of to clean Blades) Model # of Clarion Fan SF-1624R, 60 w

I dont have a source for you, but my advise is to pitch it (if you were to find a new guard, it would probably cost more than it's worth to fix) and just buy a new one. You can get a 16" pedestal fan from Best Buy for $25.

Fan motor will not spin blades

Is blade stuck? Remove grill cover and spin the blade to see if there is a mechanical problem. If OK then check the cord for a bad connection at the plug.

Accutek stand fan just hums, won't turn

That means the bearings are dry and have locked. Simply open the motor cover by removing the screw and pull the oscillation knob by rocking it side by side gently to have free access to the motor.

MAKE SURE THE FAN IS UNPLUG FIRST. Use cream type grease on both ends of the shaft. After applying the grease rotate the blades until they're freely and you feel the blades have released.

Place the motor cover back and the oscillation knob and plug-in the fan. Leave it on HIGH for 10-minutes or more to make the rotor loose with the grease.
