The debris collected in the bin doesn't always spin. Sometimes it gets stuck to the side, or just held in place by gravity. This does not affect performance.

Don't worry it's probably just that the belt has broken or stretched. Your actually supposed to change them yearly. So if its been three years thats probably the case. Here is a link to the belt you need and a manual with instrutions:
Sorry I really can't give you an honest answer. I don't care for the Dyson vacuum and service for them in alot of areas is hard to find as alot of servicers don't work on them.

It sounds to me that you may have a clog but when you said you changed them out the vacuum is fine, so a couple of things, if the vacuum is still under a factory warranty of 1 or 2 years the cyclone assm still would be under a factorywarranty. If it is over the 1 or 2 years then you would have to replace the cyclone assm but you may want to check with the Dyson Factory Tech Support / customer Service line as per the problem, and they can ship you the part from the factory or to check with your local vacuum cleaner dealer in your area and they may have one in stock or they can order one for you. The yellow tube with the fins on does not spin. So that is fine.
If you have pets or lots of fluff vacuumed up it may not roll around in the waste bin when using this is normal & nothing to worry about.
Just empty bin & start cleaning you will see the grit particles spinning but as you collect fluff or hair that may roll around at first but as more is sucked up it will stay still.
