I have a foxconn motherboard (G33M02) and the LED is flashing orange and it will not power on. I have used the PSU on another computer and it work and when i used a different PSU the LED is steady orange but still nothing. Please help

 In that cse you must try 2 more things:
1 - remove all disks and try to boot in the BIOS - if it works then one of your disk is dead and blocks the motherboard. Find it by elimination and replace it. If it doesn't work then
2 - replace the memory, video card  and processor (in this order) and again try to boot in the BIOS. If everything fails then your mobo is dead, replace it.

that is a dell OptiPlex 270 (relic PC) what dells Foxconn motherboard for desktop,
did you lose any parts to the PC , is it all there, open side first and look?
the power led flashing per the free dell manual tells you it is stuck on SLEEP mode. so do the hard reset.

You need to use DVI to VGA convertor but mostly it is recommended to use a dvi compatible monitor. VGA wont work. Im pretty positive

If your PSU give wrong voltage it produce same problem with 2 solution:
1-test your PSU
put a wire between green and black and voltage must be:
yellow 12V, red/purple/gray 5V, orange 3.3V.
If your PSU give under voltage (more than -10%):Buy a new one and test your motherboard(mb) with it (in this case there aren't a lot of chance that your mb and/or your CPU are dead)
If your PSU give good voltage:(-10% / +5%):There are a lot of chance that is you mb or CPU
If your PSU give over voltage:Buy a new one and test your motherboard with it (in this case there are a lot of chance that your mb or/and your CPU are dead)

I have just gotten a new PC case, but can't find the pwr conn.

The front panel connector is close to the SATA connectors. If you look real close (as in flashlight and magnifying glass) at the printing on the motherboard, you will see "pwr_led", "pwrsw", "hdd led", and "reset" printed on the board. Just match what it says on the wires to what it says on the board. Polarity only matters with the LED's. If they don't work, just swap the leads.

Motherboard shorted

Unless you have about a $3000 soldering machine and lots of skills soldering, i would say just get a new mobo. the cost to fix it would be lots more than its worth
