Its not clear that which setting you want to reload.
1. if you mean to load BIOS then go to setup. There will be an option in your BIOS setup 'Load Default' , use this option to re-load your BIOS settin as per company settings.
Note: To enter your BIOS Setup,
Power On your system, and press 'Del' in some setup it require 'Esc' or 'F12' or 'Tab' key, so see on the screen it will display when you power on.
2. If you want to reload your OS as it was shiped by company. then you have to use 'Recovery CD'. this will be shiped with your PC, check out and boot from that CD and follow the on screen instructions. it will recover the original settings and software.

If your Dell was built after 6/04, you have a recovery partition. Press Ctrl+F11 on startup to restore the system to the way it was when delivered.

If your computer came with Restore CD's then boot to the CD and follow the onscreen prompts.
If you have a restore partiton Reboot the computer and press ALT +F11 at the Dell Boot Spash Screen. Follow the onscreen prompts.
