The 100-400mm is the focal length of the lens, To use it it has to be attached to the camera It it is capable of focusing clearly on an object at its maximum output as well as its minimum. At its maximum focus it can perhaps ( depending on optical quality) bring an object 4-5 Kilometers into clear view. Most lenses have a zoom factor and a focus ring. Experimentation with the lens will be a better way of defining what improvements it has over a standard 50mm lens

You should try using Windows Restore. Restore the computer back to when it worked correctly. Then try downloading the latest software for your scanner, etc. from the appropriate websites. i.e. support.hp.com
will go back to shop.
