If the battery is discharged and been so for several months the battery is certain to be useless or nearly so. Lead acid batteries need to be kept fully charged or they die quickly. The standing rule for jumpstarters is to recharge monthly and after every use.
A cheap low powered jump starter will be cheaper to replace than to obtain a replacement battery but a replacement battery will be cheaper for a medium duty upwards and they are mostly easy to fit.
It is impossible to test a discharged lead acid battery or indeed a jumpstarter. A manual shouldn't be needed as they are intuitive to use and the safety precautions are generic.
The charger is also a fairly generic 12 volt charger (actually 13, 14 or 15 volts) as supplied with many appliances and accessories of all sorts and in addition the unit would be supplied with a fused lead to charge the unit from the cigar lighter socket, also generic.

The type of battery is important and the required charge rate/time is also important. A lead/acid battery should ideally use a constant voltage charger. Ni-cads and similar should ideally use a constant current charger.
The vehicle might have it's own intelligent charging circuitry and just need a power supply but if this is not so then the more sophisticated the charger you buy, the longer life the batteries will have.
You are using the wrong car charger. You need to get an OEM garmin car charger as they are built to specifications. Other generic chargers do not provide the right specs to power the unit properly and thats why it goes into "PC" mode.
Yes, but most likely the unit will need to be dissassembled. I would not use the unit with the coin inside as it can short out power leads that power the SD card. It may damage your Nuvi. I have fixed this problem before.
Most ac/dc car chargers will state which models they support, by model number. I'd look at your power supply to see what the wattage rating is on yours and compare it to the replacement.70-120 is common in the replacement units.
Based on your post of intermittent power (more often out) is indicative of a cold solder or loose connection specifically with the jack at the back of the unit. They are often soldered to the main board and only two (2) connection points. Corrective measure entails opening the covers exposing the bottom of the board and re-soldering (with a little dab of soldering lead).
In some case, it could be the plug that has a problem and would require generic replacement. The polarity has to be observed.
