Most likely, your provider did not activate the text messaging for sending. The phone company has to activate the features to allow usage.

Razor v3 text message

Can recieve but can't txt, maybe your setting in network set-up
is in 850/1900 or 900/1800
or Your network set-up Type' is in Manual'
or your Speed' is in Medium.

try to Set your Network Set-up in this set Up
Band: Automatic
Type: Automatic
Speed: Continious

if nothing happens try to master Clear and master Reset your phone.
Note: If you Perform Master Clear that Action will Clear Alldownloaded media, phonebook entries, and date book entries.
