Could be a problem with the cord. There also is a circuit board by the motor that could be the problem. Did you drop something in the hose to see if it comes out the other end? Because you could have a clog. Or just unhook the hose and see if it runs that way.

Was it hot when you pressed "+" button? Did you check the filters(Hepa) or bag if clogged or suction path was blocked? Does it happen after it was cool down? From what you said, it seems none of the above. Only thing I can think of is circuit board. The mortor runs in variable speed. "+" increase the average voltage to the motor thus higher suction. PWM circuit in main pcb may not working correctly.
High priced vacuum cleaner like this shouldn't fail like this but it does. JMO.
Check both the bag and the HEPA filter behind the bag, torwards the motor. The HEPA filter could be clogged. Love these units but it takes clear attention to multiple filters.
There are two filters on the blue moon. The hepa filter and the motor filter. You get to both filters the same way. You open the lid, like you do when you change a bag. The motor filter is right behind the bag inside a plastic cover. There should be two tabs you can pull down to open and access the filter. The hepa filter is located toward the back of the bag chamber but on top. There is one tab in the middle that lift up on.
Remove the hose and check the suction. It it is still bad check to see if the canister is closing on the bag. Most likely the hepa filter needs replaced. Here http://www.totalvac.com/mielevacuumcleanerfilters.htm
Under the download section is the owners manual. This is for the same series Miele that you have so this manual will have most everything you need to know. The black filter is a charcoal filter, this is good if you want to control the odor but don't have allergies. If you have allergies you might wont to get a HEPA filter. I would recommend changing the filter every 6 months to a year. You need to use the empty filter when you want to use it as a blower. The hose will not fit into the opening with the HEPA or charcoal filter in place. I hope this helps.
There is one more filter under where the collection tank & Hepa filter sits -- there is one screw that holds the cover down - remove that filter and clean it that will help. I also find I need to vacuum the hepa filter as well- it is too expensive to replace all the time. The Hepa filter can be placed inside a plastic bag and shaken really good to get the dust off of it
