This is usually a sure sign that the keyboard is dead. Luckily they are almost the easiest and cheapest part to replace on a laptop and can be done by you. I would search online or call toshiba with your model computer and they can quote you on a new keyboard and tell you how to put it in. The link below is just and example, but they can be about 25-100 dollars, Good luck

a. turn over computer overnight and let it 'drip dry'

b. take a hair dryer on low heat and fan and GENTLY run it over the keyboard about 1 inch back and at angle

may be all the keys stuck due to any liquid destroy the keyboard try using external usb keyboard and connect it and try to work on it if it is working fine then you need to change the keyboard.

How do I replace the keyboard?

next to the F1 key and the windows key (2nd upper key and second to last key) are two screws, usually under some covering. unscrew and lift top edge of the keyboard towards the trackpad to lay face down. Undo the wire ribbon by lifting the grey or brown tabs and remove ribbon and keyboard. Then install the new keyboard by inserting the ribbon on the place. Lock down with the tabs and put the plastic prongs (close to the space bar) into the laptop body first, and then close keyboard onto the final position. screw back in and thats all.
