You're "stuck" -- if the circuitry for the PS/2 keyboard and mouse is not working, and if it does not recognize a USB keyboard, the motherboard must be replaced (by an identical moetherboard, if you can find one, or a "newer/better" motherboard that takes the same CPU and RAM as your current motherboard).

Batteries ran down in the optical mouse. I put in new batteries and now I can't get the mouse to work. it's frozen

Remove the battery off and keep aside from within the mouse. Now disconnect the USB - optical detector to the PC. Shut down the PC . Replace battery once again and power the PC, then connect the USB to see if the mouse is detected.
If not remove off installed software of the optical device and reinsert once again so that it gets detected.

Do a Hard Reset method to clear the keyboard and mouse settings and reconnect it back to your computer:

• Remove the batteries from the keyboard
• Press the Connect button on the receiver for 10 seconds.

(You might need a pencil tip or other small tip to press the connect button.)
• Insert the batteries back into the keyboard.

My computer won't start up and my mouse and keyboard are not working. Do I need to replace my CMOS Battery?

Yes turn off your computer and replace the Cmos battery. It seems that your keyboard and mouse is connected into the usb port of your computer, the usb function in the Cmos setup is disabled that's why your keyboard and mouse is not working. Upon checking the Cmos setup enabled the usb function and save the changes and restart the computer to take effect.

Motherboard

I would start by process of elimination.
  1. Disconnect power cord
  2. open case
  3. remove button cell battery from motherboard
  4. press power on button to dissipate any stray voltage.
  5. re-install button cell battery.
  6. re-connect power cord
  7. power up pc.
If everything powers up ok and you get a CMOS checksum error, then enter bios set date, time etc. and go.

if the power on self test comes on and still no keyboard, mouse, video etc and no beeps. It may be your board or the processor.

Re: wireless mouse and keyboard; mouse not detected

I bought the same combo from a parts house. The guy told me the mouse didn't work but didn't know why. I had the same problem. When I inspected the mouse closely, I found that the connect button on the bottom of the mouse had stuck underneath the housing...basically in the "connect position". When I freed it, the mouse worked and still works just fine. Hope this helps
