sounds like there is either a loose wire or bad switch on the water flow pump, not the drain pump What is the model number of the unit that your working on?
One of the reasons for motor not draining during normal cycle is the check valve is stuck. It is meant to return to normal during drain cycle but close during wash. I think the cancel is resetting it and letting water out.

Dishwasher not draining completely problem usually occurs due to clogged/blocked drain hose-filter assembly or the drain pump not working. First try to clean the drain hose and drain pump filter located inside the front bottom panel for any clogs, then check drain pump operation. Take off the bottom access panel to clean the drain pump filter and hose. If the problem returns after cleaning then it is the drain pump that needs replacement. It sounds like the drain hose may have a break in it. Use a Phillips screwdriver or a 1/4" nut driver and remove the lower toe panel that sits back and low to the ground in front. With that panel off fill the dishwasher then push cancel and see where the water is coming from. Let me know which hose it is and I can get you a part number if you wish

mine is doing same exact thing. I think the motor is out.
