With the device off hold down the on/off button and keep holding it. The led will start blinking blue (keep holding) and then red (keep holding) and finally flash between blue and red. Now let go of the button - it is in discoverable mode.

You will want to try to put the device into recovery mode and perform a restore. You can follow Apple troubleshooting article HT1808 to walk you through putting the device into recovery mode. NOTE: Check for any backups before you put device into recovery mode as you will not be able to backup once it is in recovery mode. If the device has been jailbroken and recovery mode does not fix the issue the hardware has been damaged by corruption and should be replaced.

Hold the reset button on the bottom of the mouse until the green light of the mouse wheel begins flashing. Your device is then in descoverable/pairing mode.

NOTE: I have run into the problem that when the batteries are low it would not enter pairing mode.
