It is possible that your portable set has a defective optical head and so does not read properly the cds. Hence it will be good if you cna get the optical head changed provided the cost if effective. the unit has to be changed with precaution because any static damage to the new head can be serious. hence if you are not familiar get help to install the new head . Hey! It is possible to convert your Toshiba HD E1 DVD player to region free. But you need some DVD Copy software to help you remove the region code first and then burn it on a new DVD disc. Thus you can play it on your DVD player. I recommend you use this DVD Copy which is very esay-to-use.

1. Completely remove any dvd/cd player/burner softwares (i.e. Nero, Power DVD, etc.).
2. Go to device manager and remove your DVD/CD device from the device list
3. Restart you laptop
4. Windows will then try to reinstall the device drivers again for the DVD drive.
5. After another restart, then reinstall your dvd softwares again.
It sounds like the problem is with the DVD's you've been playing. I've gotten those problems before, but not on every DVD. How many different ones did you try playing?
