Your disc may be scratched. Try a disc repair kit. If it's a known working game then there may be a defect with the firmware of the 360 which could require a factory reset of the console.
I think the laser in the drive maybe bad. Take a can of air and blow it into the dvd drive. This will make sure dust or dirt isn't on the laser.
Then at that point try different cd's, games and dvd's and if nothing will play then at that point the laser is bad or you can replace the whole drive you can find a laser or a drive fairly cheap on ebay.
Your laser is bad and must be replaced. They are real expensive since the chinese new years. Email me and I can give you detailed instructions to change it.
Unfortunately not all of the old xbox games are compatible with the xbox 360. Not all of my old games work either. Here is a list from the official site about games which are backwards compatible.
did you check the backward compatibility site to see if the game you want to play on the xbox 360 is listed ? not all xbox 1 games will run on the xbox 360
