because the iphone automatically connects you to the internet. change your internet settings. turn off all push notifications (for email and apps like facebook) in the settings menu.
You need to disable 3G and VPN. To do so, go to Settings> General> Network. Make sure the "Enable 3G" option is turned off. Next, tap VPN at the bottom of the screen and make sure to turn it off too.
If the 3G and VPN are turned "ON", your iPhone will try to connect to the internet everytime it catches signal, normally this happens coz of Mail app and others that require internet connection.

I've been having the same problem (as it would appear many others have too - specifically on O2)
I tried various solutions including turning different things on and off.
Finally, I have turned off both the 3G and the Cellular Data settings. So far this has stopped the message for the last hour and it hasn't come back yet.
Although you won't be able to access the internet / MMS service through your service provider - although Wi-Fi internet should still work as normal. ^_^

using a 3G mobile phone. Save the internet settings in your mobile
