your keyboard is set to the wrong language.
go to the control panel, languages and select your language.
I think you have UK English and you need US English.
if the programmable keys are not working, then likely the correct driver is not in use.
what is the make/model ? Go to the Device Manager and see if the Keyboard is being identified correctly or if just the Generic windows KB driver is being used.
It looks like your Ctrl key is stuck. Hit your left and right Ctrl, Alt and Shift keys repeatedly one by one a couple of times, it should stop. You can also unplug the keyboard and plug it back in.
