Self test feature check stuck floating on screen
From my past history dell has/is problems with the E153pc and the E172pb is it under warranty and have you gotten hold of dell about this I have had cases where they have replaced monitors.
sorry it was no great help but dell knows of this problem. dont let them bull**** you.

robert unplug the monitors AC cord form the wall for 15min and put back
and or push the MONITORS menu button or exit button to end OSD menus.
RGB box is for setting color temperatures, like in magazine publishing business do. color purity it is called
so rest the monitor or , fix the bad buttons stuck on the monitor for sure drinks splashed on them is FAIL time.

it has no self test mode in that monitor at all, so OP was confused 11 years ago.
sure he meant a OSD menu stuck sure.

reset AC power to monitor.
unplug PC to see if PC did this. or not. (on modern monitors yes, old not , vga no)
wiggle all monitor PHY buttons to see of some are stuck from drinks spashed on them

they all failed every one, for CCFL lamps now dead, even back 2009
2004 + 5 = 2009 the CCFL tubes went dead all did 10/hrs per day used, ALL MAKERS. of MONitors did.
tube life 20,000 hours ,do the math.

2010 is first year of LED backlamps, 6 long years later.first one are wide screens
1: dim CCFL
2; dead
3: works only cold then warm PC fails.
4: intermittant, backlamps'
5: strobes or blinks,
6; only half the screen dead, for those with 2 major CCFL tube banks.
before laying blame like a kid
learn to diagnose the problem ,then, repair it and lat lay blame(1,2,3) if at all. but I blame china !

I got to laugh here, 5 years old the monitor is dead, well they are dead. all makers on earth did that.
unless a HangerQueen.. means in a box for 5 years not ever used full time.(pilots jokes)

and some tubes are impossible to replace ,lacking whole LCD replaced and $$$ costly. $100? + labor (Ouch)
old monitors , wow old do fail and fail for many reasons.
even the buttons fail, on the front. if drinks splashed there by bratty kids.
bad VGA cable (or what it has)
try unplug it from wall AC for few hours. to reset from past power AC surges.
the if the OSD sticks on the screen for over 1 full minute that means the menu button is failing on the MON.

that is part of OSD, OSD means on screen display settings.
and has many sub pages.
all pages time out after 1 min, (see time out OSD too there, and can be changed from 1 to 60secs is common)
some OSD have reset, in that page,
go to OSD see if it has MON factory default setting, and click that and do that.
if the OSD is still hung up, then disconnect the VGA (or what it is ) to the PC. pull this cable
now OSD goes dead, after 1minute max.
if the PC causes this funny event we need to address that in the PC, not the MON.
the 153 was made in 2004, a true relic and trash MON, CCFL sux big time on all monitors until 2010.

In OSD turn on Setting Image, to AUTO. or i will fail to sync to the PC settings.

this MON is old, and old monitors are DUMBB(sic) the firmware is crude and weak. unline TODAY
best is test the monitor with NO PC connected, to be sure OSD pages all read correctly for sure AUTO
then test the monitor on a known working 2nd PC. oops works now?
the VGA CAN and does fail in not just 1 way. let me tell why
the sync pin is bad. in the cable. or bent pins.
the PS is set to why to high resolution for this old pig monitor as new PCs tend to do.
max is 1024x768@75Hz (or 60Hz) set the PC no higher or it will fail.
The video card in the PC can be bad. sending trash video and or sync to the MON.
or infected PC
one can finds spare parts for this relic monitor on ebay but the monitor has no futures, at all with CCFL inside.
do the tests.

The floating 'Dell Self-test Feature Check' dialog box should appear on-screen on a black background if the monitor cannot sense a video signal and is working correctly. While in self-test mode, the power LED remains green. Also, depending upon the selected input, one of the dialogs shown below will continuously scroll through the screen.
If your monitor screen remains blank after you use the previous procedure, check your video controller and computer system; your monitor is functioning properly.
This box also appears during normal system operation if the video cable becomes disconnected or damaged.- Turn off your monitor and reconnect the video cable, then turn on both your computer and the monitor.
