Have the black and decker handy steamer (older model) and for some reason it is not cooking the rice. It has temp. dial from 0 to 75 degrees. Has drip pan then on top of that is a pan with holes in the bottom and the the bowl w/lid that fits inside of that. Could you tell me the process for good and fluffly rice?
