I think is the belt loose of the washing machine. you need to open the back and I bet you'll see the problem.Hope it all go well...:)

A washing machine is basically a big tub that repeatedly fills with water and then drains, spins to wring clothes dry, and has a device for stirring things up-- either an agitator in the middle of a top-load machine or a rolling drum in the case of a front-loader.

Clothes Are Wet After Spin Cycle
If your clothes remain wet after your washer's spin cycle, perform the following diagnostics:
1) Lift the lid during the spin cycle. If the tub is not spinning, you may have a damaged motor coupler. Call a repairperson to replace this part.
2) If the tub is spinning, recheck the load to make sure it is balanced. If you are certain the load is balanced but your clothes are still wet, you may need to call a repairperson to replace a damaged motor pulley, tub bearing, belt, or clutch.

3) You can also follow the troubleshooting steps outlined in "Washing Machine Doesn't Drain." You may have a problem with your drain hose or pump.

Do you mean it doesn't spin at all...or it doesn't spin fast enough to dry the clothes?

If it will not spin at all you may have a loose belt or broken belt.
If it does not spin fast enough, you may have a loose belt or too latge a load.

This happens to me sometimes. My washing machine doesn't drain right into the drain, I have a pipe coming out of the back of the machine that I have to hook into the kitchen sink myself to let the water drain out. My washing machine was still full and I realized that it was because my sink was a little blocked and so it was draining too slowly and leaving water in the machine. If there was too much water, it would sometimes help to put the machine on again or put it on a drain cycle. My machine doesn't have a spin cycle so it will just give your clothes an extra spin so I couldn't do that and my clothes would still come out dripping wet. I advise that you give them another spin before you take them out if possible! xxThe fact that the washing machine is spinning but not drying clothes shows that there is some problem with the outlet of water. If the washer fills up with water and you hear the motor running but the agitator doesn’t move, the agitator coupling is the most likely problem. First pump the water out by turning the timer to spin. Once the water is out, turn the washer off. Now pull up on the agitator until it comes off (it may be hard to pull off). Now that the agitator is off, you can see the agitator coupling, reach down and try to turn the coupling. If the coupling turns freely, it is striped out and needs to be replaced.
