IF you do not see the drain plug o the side of your engine, than most likely it is located on the bottom of the engine you will most likely have to remove the guard that covers the belt if you have self propelled lawn mower and the plug should be under the guard. Good Luck

Hi michael, You have most certainly put in too much oil. Try draining a bit off and then clean the spark plug with some paper towel. Leave the mower level for a few hours and then try it again.

replace your spark plug. it takes a Champion J19LM. If you left fuel in your tank over the winter then drain your tank and your float bowl. Add clean fresh fuel and it should go if not you need to clean your carb

Where is the oil plug underneath the mower?

Depending on what engine is on your Toro lawnmower, there may not be a oil plug under the mower deck. A briggs and stratton engine will have one, but if the unit has self propel then you will have to move the guard over the self propel cable. This is a 1/2 in bolt, you will also have to loosen the other bolt to swing the guard around.
On a Kawasaki or Honda, and even if you have a Tecumseh engine then just start the mower up for a few minutes and let the engine oil get warm, then shut the engine off and then lay the mower on the side that has the oil filler cap and put your drain pan under the oil filler cap. You can then drain the oil out of the oil filler tube. You can also do this with the briggs and stratton engine. I find this to be a very convenient way to change the oil.
Then put fresh oil back in the unit. I always suggest to put the engine manufacturer's oil back in the unit, or if that is not available then use another oil from another engine manufacturer. IF you use automotive oil, the oil will break down faster since the heat level for the engine on car is less than that of the engine on your lawnmower. The engine has a water cooled design, that keeps the engine temperature from raising over about 250 degrees F. The engine temp on your lawnmower can get as hot as 400 degrees F in the summer heat and being run for 30 minutes or longer.

How do you drain the oil on a 4.5hp MTD tecumseh engine, their is no oil drain plug.

unplug the spark plug and tip the mower towards the side with the oil filler tube. Place a bowl on the ground to catch the oil. Thats it!

Anyway remove carburetor and take apart get acan of carburetor cleaner and spray though jets in carburetor and blow out jets be carefull not to blow out needle seat !
