HI have a ACER HL-DT-ST-DVDRAM GSA-T10N ATA DVD DRIVE AND THE DVD DRIVE OLNY LOAS SOME PROGRAMS ON DVD DISK AND NOT OTHERS AND ALSO WILL NOT WRITE TO THE DVD OR CD DISK

The cd-dvd drives will only work if you have a good non-microsoft burning program. Your computer came with such programs--one or two. find out by installing a freeware program called Belarc advisor. It will show you all hardware and software with ids and version numbers. You didn't mention if your computer was an Acer. If it is, you have a copy of all the software saved on the hard drive. or did you purchase the DVD drive separately? if Acer, you can find and reinstall your original program using Acer eRecovery Management. (You can read about your Acer by clicking on "All Programs" and then on "AcerSystem", where you will find your manual, where you will find the following info: The eRecovery allows you to backup/restore the factory default image, and reinstall any applications and drivers. (In this instance you want to reinstall your CD-DVD burning programs). You just need to select the Burn Disc button, then select the application you want to burn to the disc--in this case, you CD-DVD buring program you identified with Belarc, burn it, then reinstall it. (You might want to burn all the applications the computer came with, just to have them for backup). That should get you going again. Let me know if you run into any problems.

and restart your computer.
Choose to "change boot order" so that the first boot-device is your CD/DVD unit.
Your computer *WILL* boot from the disk in the drive,
allowing you to reinstall Windows.

you need to do
1) confirm the dvd driver works ok at other same laptop or find a usb dvd drive adapter to check it works well or not, the dvd driver damage if not
2) check the dvd interface pins (no damage or disconnection) on the motherboard, there is hardware problem that you can not see or heard any lights and driving sounds when the power on
