You can't. Do you not remember your security location? As long as you take the unit back to this location, it will unlock. Otherwise, you'll have to send it in to Garmin with your original receipt to get it unlocked.

To unlock your unit you must go with-in 50 meters of your SECURITY LOCATION , that is the place you first setup your GPS, it could of been your home or office.
Once there the unit will automatically unlock, reset your pin number at that time in the Security menu.
If you cant get to the Security location you must send your unit back to Garmin with the proper receipts of ownership.

If you have a Garmin Lock on your nuvi, zumo or StreetPilot c500 series
and you have forgotten your 4 digit PIN number you can unlock the device by
returning to your Security Location. The Security Location is the location that
you set when you first enabled the Garmin Lock on your device. Returning to the
Security Location will unlock your device. (Approximately 150 feet from that
location)
If you have forgotten your PIN and Security Location please contact Product
Support for assistance. Please note Garmin will require a copy of the receipt
and there will be a charge to unlock the device as this issue is not covered by
the warranty.
You have to take your unit back to your Safe Location where you set your PIN number (usually your home). Otherwise, you'll have to send it to Garmin with the receipt to have it reset.
Unfortunately, even if you perform master reset on Garmin GPS unit, it does not reset Garmin Lock security feature, which password-protect most Garmin electronic devices to deter theft. If you forget the PIN or password unlock code to unlock the Garmin unit, the best solution is to bring it to Garmin to get unlocked. “Secure Location” does not unlock a locked Garmin unit either as it’s only a temporary fix as when it’s turn on outside the security location, the device is locked again."
So unfortunately, there is only one option: You have to send your nüvi into the Garmin, who can unlock it. Remember original receipt.
Sorry but that is a security feature. There is a chance you've purchased a stolen unit from ebay. Unfortunately, only Garmin can unlock it and they will require a receipt from a Garmin dealer.
The first thing you have to do is enter the correct PIN or take the unit to the location at which the PIN was set. It will now unlock. You can then press the icon that looks like a wrench, and look for an icon that says Garmin Lock (it is in different places on the different units, and I forgot exactly where it is on the 660, sorry.) You can then change the security code from there. If you are trying to unlock the unit without the PIN number, you will be unable to do so without taking the unit to the security location. In that case, your only option is to send the unit to Garmin.
There is no way to unlock a locked GPS without the PIN or going to the location where the PIN was set. If you do not know these, the unit must be sent back to Garmin.
