Frozen water line doesn't seem likely since the ice maker was off since the refrigerator was installed 2 months ago. Ice Maker wasn't turned on until water line was hooked up. Are you suggesting that a small amount of water was left in the line inside the freezer from testing. If that is the case should the hair dryer be used inside the freezer?
Usually it is prudent to unplug the fridge. Yes there may have been water in the line, You could allow the freezer to warm slowly for a few hours, however a warm (not hot) hair dryer will do the job well. PS I do have all 4 refrigeration licenses. Also is the water filter connected and clean, are the solenoids clicking when requested?
As to the question 'how do you clean the filter", is (I sorry to say) you don't. This is one way the companies make their money(some cost $50 or more) (this is much like the printer companies). Personally I splice in a new (cheaper - over the counter) in line filter.
Water comes from water pipe, usually with a shut off valve (open??).
Fridge has a small filter (for sand etc.) at inlet. (not clogged??)
Water travels to solenoid valve, and waits for request. (do you hear it click when water requested??)
Water usually goes to a fine filter..(these fail (plug) quite regularly).
Water goes through storage in back of cool section (Inside fridge- is it full of water?).
Water goes to ice maker on fill request.
?? Is the power switch "on" (to icemaker)??
?? Is the full / stop filling paddle/bar up?
