I have a HP 3600n. Starting at the center of the page the print fades way to no print at all on the right side of the page.

Usually that happens when the ink level is too low.. whether it shown some alert about low ink level?

Print quality: dark faded, but continuous

Open top cover and remove toner, shake toner cartridge and try a test print. IF image good then problem is low toner level in cartridge.

Cyan is offset about 3/16"

check the locking tabs on the cartridge, sounds like they are not locking down the cartridge.

Page is printed but fade

The toner cartridge is faulty. It is possible that when you pulled out the strip that the whole thing didn't come out. Return the cartridge (with a couple of printed sheets to demonstrate printing) and the receipt and you should get a replacement.
