Hi Robert, I'm not usually a Lawn Mower Expert, but I think I may have an answer for you. Assuming your craftsman rotary lawn mower is similar to this self propelled craftsman mower (they should have the same basic parts), this video should help!
The self propel lever is the bottom one, the top one is the running lever. Have her check the cable coming out of that one.

Is the lever pushed up where the self propelled should be engaged? Yesterday, my wheels stopped turning. I have a break in the cable that goes to the self propelled. I will have to replace the cable.
