This can not be repair,the problems u discribing is the effect of the LCD screen itself dead using or some tthings or some hit hard at the LCD screen.Don't atemp to repair this tv,the LCD screen it dead.Yes,buy another tv.
It sounds like bad T-CON board. Check to see if it is getting proper 12vdc feeding it.

Typical T-CON board goes from $50~80. I could not find it from my Typical parts suppliers yet (shopjimmy, dicount-merchant).
If you are going to have it repaired by the PANASONIC warranty shop, you can have it verified since they will have spare board to try it out if I am correct, it will run you $150 and up.
