Do you have a backup from before the upgrade was done? Or, in the alternative, do you have the original CD / restore CD that came with your PC?
What is $199 for? If you had a valid license for the program, there should be a way for us to find a solution without purchasing it again. It may mean a call to Microsoft...

Sorry, I got it - the $199 is for the Pro upgrade.
One more thought, however, you mght try to see if your original CD will allow you to do a "repair" to bring it back to the Home version. I have not tried this, so I don't know what the result might be, but if you back up your data files, the reinstall from original should not be too bad. Please notify if you need further assistance.
